The current rowdy state of our motor parks in Nigeria make it a haven for criminal activity to thive. As a component of the Road Crime Control System, the identification and sanitization of all motor parks in Nigeria is crucial enhancing safety and security in the road transportation sector. Passengers, pedestrians, businesses in and around these motorparks are frequently hasstled by individuals who commit various criminal activities thus slowing down economic development and growth in the Country. Motor parks are frequently characterized with smuggling, drug abuse, drug trafficking, touting, assault, theft, pickpockets, kidnapping and human trafficking especially at night. The sanitization of motor parks begins first with the identification (presice location) and coding of all motor parks in the Country on the RCCS Motor Park Database of the Federal Ministry of Transportation. This identification and population of the Motor Park Database is the responsibility of the Nigerian Security and Civil Defence Corps (NSCDC) and has already commenced. At the moment, the Motor Park database holds over 411 registered motorparks from across the Country with many more st.
Once this data has been gathered and motor parks in the country have been identified, the reformation and sanitization of motor parks for the free flow of persons and goods in safety and guaranteed protection then moves to the training and enlightenment of motor park workers, bus drivers, conductors and members of various unions within the parks. By introducing structure through enlightenment, training for the transformation of touts into skilled tax officers motor parks are expected to be cleared and sanitized with new rules and regulations instituted and enforced for passenger manifest record keeping for accountability, motor park personel identification and the restiction of access into motor parks without proof of legimate business. With the addition of two assigned NSCDC personels at each motor park to maintain law and order parks are expected to be sanitized and free of criminal activities.
The concern for the increasing loss of lives on the roads during inter and intrastate transit of persons as well as the cases of unidentifiable persons during ghastly vehicle acidents has given rise to the developement of Passenger Manifest for transit at motor parks. In this case, both both private and public commercial mass transit operators are not held responsible for any loss of lives during accidents even in cases where there was reportedly reckless driving from the drivers. Innocent passengers are always the victims of the negligence and recklessness of drivers. In addition to the identification and sanitization of motor parks to ensure that no driver leaves the motor park without a valid EN-code Sticker passengers would be required be identified through the filling of a passenger manifest detailed with the information of the motor park they are departing from and the motor park or bus stop of their destination.
This information would be crucial in cases where persons go missing or accidents are reported through the NISPSAS mobile app. More so, the track record drivers monitored through their transport unions would be kept in cases of negligent driving and would ensure transport union and drivers are accountable.
Finally, statistical data generated of the total number of mass transit vehicles that enter and leave the motor parks would assist the Federal Ministry of Transportation, to develop better and efficient policies that would improev the services and infrastructure rendered on the roads and in motor parks
