RCCS Vehicle Identification Stickers

Road Crime Control System (RCCS) was setup by the Federal Ministry of Transportation, Road Transport and Mass Transit administration to checkmate the rising cases of road crimes to passengers, commercial and private car operators and pedestrians. Recognizing that the rising cases of “one-chance” kidnapping, assault, road robberies, vehicle hijack and other road related crimes cannot be mitigated without the joint collaborative efforts between the Government represented by the Federal Ministry of Transportation, the executive arm of Government, represented by the Nigerian Police and the Nigerian Transport Unions and associations led to the creation of a joint stakeholder committee made up of representatives from The Nigerian Police, The Department of State Security Services, The Nigerian Security and Civil Defence Corps, The Federal Fire Service, The Federal Road Safety Corps, Representatives from all the transport unions and associations (National Union of Road Transport Workers NURTW, Nigerian Association of Road Transport Owners NARTO, Road Transport Employers Association of Nigeria RTEAN, Amalgamated Commercial Tricycle & Motorcycle Owners and Riders Association of Nigeria ACOMORAN, Tricycle Owners Association of Nigeria TOAN) and 2toc Solutions as the Private sector technical Partner.

1. All commercial transport vehicle owners and operators are required to register their full information (personal and vehicle information) with their respective transport unions
2. Transport unions and associations forward the details of their registered members to the Federal Ministry of Transportation.
3. The Federal Ministry of Transportation collates and stores this information on the RCCS Transport Union Database. The RCCS Transport Union Database holds all the information of licensed and registered drivers, transport owners sorted by their transport union associations.
4. Assigned automatically through the RCCS Transport union database is a unique identification code or Electronic Number Code (ENCode). This EN-Code uniquely identifies every commercial transport owner and driver in Nigeria and makes the commercial driver recognized by the Federal Government, traceable and protected in-case of unforeseen eventualities.
5. The EN-Code or unique identity of the commercial driver is printed on a visible sticker (ENCode Sticker) and delivered to the respective drivers through the transport union the driver identified and registered with.
6. These Stickers are equipped with QR-Code scanning tags and are required to be pasted visibly on the side of commercial road vehicles for passengers to verify.
7. Before boarding commercial road vehicles, passengers are required to scan the EN-Code Sticker with the NISPSAS mobile application OR manually enter the unique EN-Code into the NISPSAS mobile application to verify whether or not the taxi is registered, traceable and safe before boarding for their safety.
8. The NISPSAS mobile app queries directly the RCCS Transport Union Database and either returns an invalid unregistered warning or the details of the driver’s profile picture, name, address and phone number.
9. The intending passenger is then required to ensure the details returned via the app (especially a facial recognition) matches the description of the driver behind the steering wheel.
